「安倍晋三総裁の誕生（The Advent of President Shinzo Abe）」
 
　自民党総裁選で安倍晋三候補が決選投票の末に逆転勝利をした。私もこの長い選挙戦の間、一兵卒としてはしっこの方で多少なりともお手伝いさせていただいた。本当に５人の候補の真剣度はすごかった。全候補者及び谷垣前総裁に心から感謝と敬意を表したい。
　安倍総裁に決まった瞬間、思わずこぶしを握りしめガッツポーズをした。しかし、その数時間後、ものすごいプレッシャーがのしかかってきた。
　安倍総裁に課せられているのは、自民党時代の総括反省をしっかりするとともに、民主党政権の外交安保経済面での莫大な負の遺産を克服することである。これは並大抵のことではできない。まさにこれからが「いばらの道だ」。
 
　In the election for president of the Liberal Democratic Party, Mr Shinzo Abe came from behind to win in the final round. In this long campaign, I was able to help to some extent as one soldier in the trenches. I would like to express my gratitude to and respect for all the candidates and Mr Tanigaki, the previous president.
　In the moment Mr Abe was elected, I struck a victory pose without thinking. However, a few hours later, I felt an enormous pressure.
　The task Mr Abe faces is to properly learn the lessons of the LDP’s time in power, and to shed the oppressive burden in foreign, security and economic affairs that is the legacy of the DPJ administrations. The hard road really starts here.
 　
　今後の課題として以下のことが挙げられよう。
　第一に、政界再編に向けた地ならしである。自民党内の反安倍勢力を上手に取り込むと同時に、民主党の良識ある人たちも将来の保守合同を念頭に入れて取り込むべきである。また、日本維新の会については、個別のメンバーと個別の案件で連携することはあっても、「危険な」橋下大阪市長とは大いに距離を置くことができるかにかかっている。
 
　We can list the following issues for the future.
　First, preparing the ground for a realignment of political parties. While fully involving the anti-Abe elements of the LDP, we must also draw in the cream of the DPJ with a view to a future conservative alliance. As for the Japan Restoration Party, although we might cooperate with individual members on particular issues, it is very important to keep a great distance from the danger posed by Mr Hashimoto, the mayor of Osaka.
 
　第二に、経済財政政策について、小泉竹中的な構造改革・市場原理主義路線、あるいはいわゆる「上げ潮路線」への回帰を防ぐことである。上げ潮路線の方とは、増税でなく経済成長による税収増を図るという目的では一致するが、手法が全く異なる。大企業主導、輸出依存の経済成長を目指す上げ潮路線は国内での格差拡大を助長する点でわれわれの立場とは明らかに相容れない。中小商工業者を利する内需主導型の経済社会を構築しなければ、日本の空洞化は進むばかりである。
 
　Second, as for economic and fiscal policy, we have to prevent the return of Koizumi-Takenaka style structural reform and market fundamentalism, or so-called “rising-tide policy”. Although we agree with the aim of rising-tide policy, to increase tax revenue through economic growth rather than tax rises, our methods are utterly different. Rising-tide policy by seeking economic growth reliant on large companies and exports, encourages the growth of inequality within Japan, and in this way is clealy in conflict with our position. If we do not construct an economic structure that relies on domestic demand, and benefits small and medium-size enterprises, the hollowing out of Japan will continue unabated.
 
　第三に、わが国をとりまく外交安全保障環境の立て直しである。安倍総裁は就任会見で、「中国との間に領土問題は存在しない」と明言、国として粛々と領土領海防衛強化に取り組む姿勢を示した。一方で安倍総裁は、自ら提唱しながら今は言葉が独り歩きしている中国との「戦略的互恵関係」を、元の姿、すなわち、日中間の経済的相互依存状況を認め、これを保持しつつも、言うべきことは言うという正常な関係に戻さなければならない。韓国、北朝鮮、ロシアとの関係についても同様である。
 
　Third, repair of the diplomatic and security environment facing our country. Mr Abe said clearly at his victory press conference, “there are no territorial problems with China”, and showed a firm determination to strengthen our defense of our national territory. On the other hand, Mr Abe must return Sino-Japanese relations to their proper state, recognizing our mutual economic interdependence, but saying the things that need to be said. This is the real and original meaning of “the strategic mutually beneficial relationship”, which Mr Abe initially promoted and his successors distorted. Relations with South Korea, North Korea and Russia are fundamentally the same.
 
　最後に、総選挙に向けた自民党の改革である。論功行賞人事、派閥均衡人事、いわんや「お友達人事」を行ってはならない。図るべきは党内外に新しい自民党をアピールできる適材適所の抜擢人事であり、目指すべきは総選挙での単独過半数確保のみである。
　これらはすべて喫緊の課題である。安倍総裁は速やかに対策を練らなければならない。いずれにせよ、まさにこれからが勝負である。
 
　Finally, the reform of the LDP before election. Mr Abe must not appoint his “friends” to important positions, offering posts as rewards or to appease factions. We should assign posts based on talent, to demonstrate to everyone, inside and outside the party, that this is a new LDP that can win an outright majority.
　These are all pressing issues. Mr Abe must swiftly fix his policies. In any case, the real struggle starts now.
